- The owner has, at present, a shop with an area of 50 square meters (or more) or plans to operate such size of shop and has legal industrial and commercial business licenses.
- The complete set of facilities in beauty and hairdressing industry such as hair test instrument, hair treatment machine, etc. are available; some service and working staff and hairdresser have been employed.
- Have the ability to promote the business and develop them.
